The centre-back was tipped to join the Blues last summer, but they could not strike a suitable agreement with Sevilla.
The La Liga club were eyeing £60 million up front, but the Blues were reluctant to offer more than £42m for him.
Kounde is unlikely to leave before Monday’s transfer deadline, but could be on the move when the current season concludes.
The Blues are continuing to keep tabs on his performances, and are expected to make a fresh approach in the summer.
They are likely to make an improved offer for Kounde, who is also on the radar of Real Madrid and Manchester United.
The Blues could pursue more than one centre-back this summer with multiple stars expected to head for the exit door.
Cesar Azpilicueta also faces the same situation. He has been offered better contractual terms by Barcelona this month.
