The Dutchman was convinced to join them at one point, but he made a surprise U-turn to stay with the Spanish club before the deadline.
Despite the setback, the Blues have not given up on the former Lyon star, and they are prepared to try again at the turn of the year.
The Netherlands international has played just 120 minutes for Barcelona this term, and he is no longer a guaranteed starter for them.
In comparison, the Blues are willing to hand him more minutes despite the fact that there has been a change of manager recently.
Depay will enter the final six months of his Barcelona deal in January. The club are likely to release him if he decides to leave.
